New Broncos coach left University of Colorado in ’04 after rubbing erect penis on a woman

The woman who met Joseph while he was an assistant coach at the University of Colorado in Boulder spoke to police in April 2004, according to Daily Camera.

She said that Joseph, 44, rubbed his genitalia against her body and that a friend of hers told her that he did the same to her.

The police filed a report on the incident, though it noted that both women declined to pursue criminal charges against Joseph.

The investigation into the allegations against Joseph grew out of an extensive probe ordered by a state task force looking into reports of numerous sexual assaults involving Colorado football players and recruits.

Considered one of the most serious scandals in the history of college athletics, officials with the university’s football program were found to have used sex, alcohol, and drugs to entice high school recruits to enroll in their program in the late 1990s and early 2000s.

At least seven women alleged that they were raped by Colorado football players and recruits.

Athletic officials were also accused of providing strippers and escorts to potential recruits during campus visits.

The rash of allegations convinced the authorities to launch an investigation.

When Joseph left the Boulder campus in 2004, it was announced that his departure was a ‘personnel matter,’ though few details were given.

Now it has emerged that Joseph was the subject of a police investigation into allegations of sexual assault.

An officer with the attorney general’s task force assigned with looking into the alleged scandal was informed of a woman who ‘might be a victim from someone at the University of Colorado.’

When law enforcement officials reached out to the woman, she agreed to speak, but would not pursue criminal charges.

On April 8, 2004, the woman told police about meeting Joseph about a year earlier.

The woman and a friend were at a pool hall in downtown Boulder when they met Joseph, who at the time was an assistant coach for the Buffaloes football program, according to the report.

The woman said that they had met before, but there was no prior romantic encounter.

She said that Joseph bought them a few drinks. Later that evening, Joseph and the two women went to a home, where another person was waiting.

Joseph and the other person were smoking pot, according to the report.

One of the women then said that she was tired and went to bed.

‘She told us that the next thing she knew,’ the report said, ‘VJ was in her room, took all his clothes off and climbed into bed with her.’

‘[The woman] said that VJ began touching her all over with his hands and rubbed his body against her.’

‘She told us that she felt his penis against the backside of her body and that it was hard.’

‘VJ continued grabbing her breasts and rubbing up and down her leg for a short period of time.’

‘[The woman] pretended to be passed out and did not respond to what VJ was doing.’

‘She said that VJ eventually stopped, got out of the bed, and left the bedroom.’

‘She said that he did not penetrate her at all during this incident.’

According to the report, the woman spoke with her friend the following morning, who said that Joseph had ‘done the same things to her.’

The second alleged victim is reported to have told Joseph to ‘get the hell out.’

‘Even though VJ had been drinking and had some marijuana, he knew exactly what he was doing,’ the police report quoted the woman as saying.

‘He’s just a sleaze ball,’ the woman told police.

She said that she was not interested in pressing charges against Joseph, though she thought that he should lose his job as an assistant coach.

On April 9, 2004, the day after the woman spoke to police, the university announced that Joseph was leaving the school to take a job as a defensive backs coach at Bowling Green, according to Deadspin.

The next year, a grand jury investigation revealed four sexual assault allegations made by female trainers in the athletic department – ‘two from women who said they were sexually assaulted by an assistant football coach.’

In August 2005, Joseph was mentioned in a lawsuit filed against the university.

The former university president, Elizabeth Hoffman, revealed that the school had investigated Joseph for ‘probable or possible sexual harassment’ after it was learned that he had reportedly engaged in sexual encounters with a trainer in the steam room.

Though Hoffman said that there was no reason to believe that the sex was not consensual, it nonetheless violated behavior codes for university staff members.

Hoffman, however, did not mention a police investigation against Joseph.

The lawsuit filed against the university was considered a landmark Title IX case since it required academic institutions to take rape allegations more seriously.

The suit was brought by Lisa Simpson, a woman who alleged that she was raped by football players at a campus party, according to the Denver Post.

Simpson received $2.5million as part of a settlement, and another woman received $350,000.

The Denver Broncos said they are aware of the 2004 police report.

‘While we were aware of these accusations, he was not charged with anything from the report filed in 2004,’ a team spokesperson told Daily Camera.

Joseph attended Boulder and played for the Buffaloes from 1990 until 1995.

After a brief two-year stint as a player in the NFL, he returned to the university in 1999 as a graduate assistant, beginning a coaching career.

He would go on to coach in Houston, Miami, Cincinnati, and San Francisco before being named head man at Denver.

He was most recently the defensive coordinator for the Miami Dolphins.
